The Uttar Pradesh government has changed how candidates chosen through direct recruitment are checked for character and background before they join. The order, from the state’s Appointment and Personnel Department, applies to jobs in government departments, public sector corporations, boards, and urban and rural local bodies.
District police and the Local Intelligence Unit now have 30 days from a request to send their verification report, and delays can be taken up with senior officers. Appointment letters will no longer wait for the report: if a candidate is later found ineligible, or to have given false information, the appointment will be cancelled and legal action may follow. Candidates will not have to visit a police station in person, and people already in state government service will not be verified again.
Anyone who belongs to an organisation that aims to change the system through violence will not be eligible. Taking part in such activity after the age of 21, within the three years before verification, will count against a candidate unless there is clear evidence that their conduct has changed. A pending FIR or investigation will not by itself make a candidate ineligible, and neither will their political views.
Candidates selected in Uttar Pradesh recruitments should fill in their verification forms fully and truthfully: wrong or hidden information is now enough to lose the job even after joining.
